1 Purpose and basis

This document is available as CPQLTD internal policy within the institutional standards pack and is designed to align the CPQLTD ecosystem with ISO/IEC 17024 principles relevant to bodies certifying persons. Procedural and numeric provisions shown in this available edition are CPQLTD internal requirements. Their publication is not a claim of accreditation, certification or recognition by ISO/IEC or any other external body.

This document generalises the compliance approach to any country or jurisdiction in which CPQLTD services are delivered, without regional specificity. The CPQLTD ecosystem is international by design: it is governed by a single, fixed law, whilst the practitioner and provider comply with local rules wherever the service is delivered. It complements the regulatory positioning statement (CPQLTD-REGPOS) and the scope-of-practice standard (CPQLTD-SCOPE).

2 The general principle: one governing law and local compliance

CPQLTD’s contract is governed by English law (England & Wales) as the governing law in all markets.

The practitioner and provider comply with the legal and professional rules in force at the actual place of service.

CPQLTD does not impose a single regional rule, but a general principle applicable to any jurisdiction.

3 Compliance responsibility in each jurisdiction

Before delivering a service in any country, the practitioner and provider verify the local rules in at least the following areas:

4 Recognition and claims across jurisdictions

A recognition or licence valid in one jurisdiction is not generalised to others. In every market, the wording controls of the external-recognition policy (CPQLTD-RECOG) and the regulatory positioning statement (CPQLTD-REGPOS) are observed.

Prohibited across jurisdictions:

Presenting a local recognition or licence in one country as valid in another.

Implying that the English governing law removes the need to comply with local rules at the place of service.

Delivering a service in a locally regulated profession without the licence that country’s law requires.

5 Delivery through an authorised agent or partner

Where CPQLTD programmes are delivered in a market through an authorised agent or partner, the governing law of the contract remains English, and the agent complies with CPQLTD standards and with the local rules within its scope of work. The agent’s role grants no authority to amend the credentialing standards or to issue recognition claims on CPQLTD’s behalf.

6 Conflict of safety or confidentiality with local law

Where a duty of safety or confidentiality conflicts with local law, the practitioner explains the limits of confidentiality in advance, seeks appropriate professional and legal advice, and gives priority to the safety of persons as required by the law of the place of service (consistent with CPQLTD-SCOPE §4 and CPQLTD-SAFE).
