1 Purpose and basis
This document is available as CPQLTD internal policy within the institutional standards pack and is designed to align the CPQLTD ecosystem with ISO/IEC 17024 principles relevant to bodies certifying persons. Procedural and numeric provisions shown in this available edition are CPQLTD internal requirements. Their publication is not a claim of accreditation, certification or recognition by ISO/IEC or any other external body.
For CPQLTD to be understood as a body granting qualifications of understandable, comparable value, its programmes and credential tiers must be linked to clear level descriptors and learning hours. This document establishes an internal levels-and-equivalence framework for transparency and consistency; it is not accreditation or equivalence from any national framework unless separately documented.
2 The level principle and learning hours
The size of any programme is measured by total notional learning hours (the total learning time expected of a typical learner, including guided and self-directed learning and assessment). One CPQLTD credit is defined as equal to ten notional learning hours, to unify the measurement of programmes and credits across the ecosystem.
3 CPQLTD level descriptors
Each level is described by three dimensions: depth of knowledge, breadth of skill, and degree of autonomy and responsibility. An indicative reference mapping is provided for ease of international understanding only, without claiming recognition:

5 International portability and its limits
The levels and learning-hours framework lets a practitioner describe their qualification in an internationally understandable way. However, the reference mapping is an internal, indicative device for transparency, and does not imply automatic equivalence or recognition by a national framework or external body. Any “equivalence” or “recognition” claim requires separate documented evidence under the recognition and regulatory-positioning policies.
